Organizations often treat technology as a purchase: a CRM, an automation tool, a dashboard, a new artificial intelligence solution.

But an installed tool is not, by itself, institutional capacity. Capacity shows up when information becomes reliable, responsibilities become clear, processes are integrated and decisions get better or faster.

Technology is infrastructure. Institutional capacity is what the organization becomes able to do with it.

That's why the most important question is rarely “which system do we need?”. It's “what capacity are we trying to build, and what combination of process, data, people and technology is needed to sustain it?”.
